In late 1941 Sister Lucy wrote at the end of her Fourth Memoir, "In Portugal, the dogma of the Faith will always be preserved etc." Most Fatima experts assume that these were the first words of the third secret. (#1p.35)
It wasn't until September 1943 two years later that Sister Lucy was commanded by Bishop da Silva to write the third secret. She had no intention of revealing the secret on paper and we also know that it was very difficult for her to accomplish. In fact it wasn't until January 2, 1944 when the Blessed Virgin Mary appeared to Lucy that she had the strength and courage to write the final part of the secret. She informed the Bishop on the 9th of January that her tasked had been completed. (#3p.27)
It is hard to visualize that Sister Lucy had the first part of the third secret written in 1941 but then had difficulty completing it in 1943-44. To say that "In Portugal . . . is the beginning sentence of the secret is very questionable.
